  5. Dear SPECTRUM V 2.0 user,
  6.  
  7. Please find enclosed the requested copy of SPECTRUM V 2.0.  The package should
  8. contain the following items: a diskette containing the source code and
  9. executable files, a 73-page manual describing version 1.0 of SPECTRUM and a
  10. 19-page update release for version 2.0 which describes the improvements that
  11. have been recently added to the routine.  To those who have obtained this
  12. program from the Internet, note that FREE hard copies of the documentation
  13. are available upon request by contacting the author.  Unfortunately, the
  14. equations and graphs do not survive the ASCII conversion process and do not
  15. appear in the ASCII documentation files.

  17. This program was developed for use with the ongoing Compliant Surface Program
  18. in the Fluid Flow Group; this group is a part of the Process Measurements
  19. Division at the National Institute of Standards and Technology.  With the
  20. evolution of the SPECTRUM routine to its present form, the author felt that the
  21. program may perhaps be of some utility to others.  Therefore, SPECTRUM is being
  22. released as freeware.  This program, the source code and accompanying utilities
  23. may be freely copied and distributed, but may not be sold.  There is no
  24. warranty of SPECTRUM's suitability for any purpose, nor any acceptance of
  25. liability, express or implied.

  27. This program has been subjected to extensive testing and appears to be free of
  28. any bugs; however, it is possible that not all situations have been
  29. anticipated.  The author encourages any modifications to or customization of
  30. the source code as required by the user, and welcomes any suggested
  31. improvements or bug-fixes.  Please direct all correspondence to the address
